Content

The subject Public Revenue deals with the theory and policy of taxation and public debt. The taxation section first introduces the basic concepts of taxation and the elements of the German tax system. Then, the allocative and distributive effects of different types of taxation are examined in isolation and combined in the theory of optimal taxation. Finally, international aspects of taxation are addressed. The debt section begins with a description of the scope, structure and forms of government borrowing. The development of macroeconomic theories of government debt culminates in an examination of its long-term consequences and the sustainability of public borrowing as an instrument of government financing.

Learning Objectives:

The student will:

  • Has advanced knowledge in the theory and policy of taxation and government debt.
  • Evaluates the allocative and distributive effects of different types of taxation.
  • Understands the scope, structure, and forms of government borrowing and knows the possible long-term consequences and sustainability of government borrowing.
