Manfred Groh holds a degree in fiscal affairs (Dipl. Finanzwirt (FH)). Between 1970 and 1978, Manfred Groh was active on all levels of the state Baden Würrtemberg's public property management. In 1978, he transferred to the General Accounting Office in Karlsruhe and served there until 1994, ultimately as senior executive officer. Between 1994 and 2000, he was an authorized signatory for the state enterprise for the provision of parking spaces. From 2000 until 2006, he served a term as the deputy mayor of Karlsruhe in charge of financial and economic affairs. In 2006, he became a member of the state parliament of Baden-Württemberg from which he retired in 2014.
Recently the Department of Economics and Management at the KIT granted him a doctoral degree for his dissertation „Die Neuordnung der zwischenstaatlichen Finanzbeziehungen der Bundesrepublik Deutschland“.
