Dr. Gisela Meister-Scheufelen studied law at the University of Heidelberg, from where she also received her doctoral degree. In 1987, she became mayor in Ludwigsburg. From 1991 to 1996, she was president of the Trading Supervision Department in Baden-Wurttemberg, from 1996 to 2000 Member of the State Parliament of Baden-Wurttemberg and chairwoman of the investigative committee “Situation and chances of medium-sized companies, in particular family-run businesses, in Baden-Wurttemberg”. From 2000 to 2001, Dr. Meister-Scheufelen was State Secretary of Economics and Technology in Berlin, subsequently president of the Census Bureau of Baden-Wurttemberg until 2007. Afterwards she became ministerial director of the Federal Ministry of Finance of Baden-Wurttemberg, where she was engaged until May 2011.
